Position Overview:
The HR Director is a full-time, management-level position reporting directly to executive leadership. This role is responsible for the oversight, execution, and continuous improvement of all HR and Recruitment functions across the organization, including strategic planning, compliance, employee relations, talent acquisition, and staff onboarding.

The HR Director will manage and guide a team of HR Generalists, Recruiters, and Onboarding personnel, and will be accountable for aligning HR operations with business goals. This position requires extensive experience in healthcare HR and recruitment, with deep knowledge of home care industry regulations in New York and New Jersey. The HR Director must be highly organized, systems-oriented, experienced in managing HRIS platforms, and comfortable preparing for and representing the organization during audits by regulatory bodies such as the Department of Health (DOH), OMIG, CHRC, and other oversight agencies.

Key Responsibilities: 
  • Lead the daily operations and strategic priorities of the HR and Recruitment teams.
  • Serve as subject matter expert for healthcare compliance in the homecare setting (NY/NJ), ensuring continuous readiness for audits from DOH, OMIG, CHRC, Medicaid, and other relevant agencies
  • Develop and implement policies, processes, and SOPs that support workforce management, HR compliance, and recruitment lifecycle success
  • Oversee all employee relations functions, including investigations, conflict resolution, performance management, and progressive discipline
  • Serve as final reviewer of complex HR issues requiring judgment and adherence to internal protocol, employment law, or risk mitigation
  • Provide direct mentorship and supervision to HR Generalists, Recruitment Manager, and Compliance/Onboarding Leads
  • Partner with executive leadership to monitor organizational health, resolve staffing issues, and drive employee engagement and retention
  • Ensure the organization’s job descriptions, handbooks, protocols, and HR records are fully compliant and up to date
  • Collaborate with Recruitment team to set sourcing strategy, interview volume targets, time-to-hire KPIs, and use of referral and sourcing programs
  • Lead open enrollment and benefit administration strategy in partnership with third-party vendors (Paramount Enrollment Solutions and others), overseeing accountability and escalations
  • Serve as point of contact for Workers Compensation, OSHA, and EEOC compliance/reporting
  • Lead regular HRIS audits and system improvements, ensuring proper documentation, reporting, and digital file integrity
  • Prepare and present regular reports to leadership summarizing KPIs, headcount updates, hiring trends, turnover analysis, and regulatory risk areas
  • Ensure L1/L2/L3 data points are properly cascaded, collected, and reviewed for HR and recruitment teams, supporting GNY’s daily reporting rhythm
  • Actively coach, train, and hold team accountable to performance standards and KPIs
  • Represent HR in leadership meetings and guide decision-making on workforce and staffing-related goals
  • Serve as Manager-on-Duty for escalation issues when executive leadership is unavailable
Qualifications:
  • Bachelor’s Degree in Human Resources, Business Administration, or related field (Master’s preferred)
  • Minimum of 7 years of HR leadership experience, preferably in home healthcare or healthcare services
  • Proven track record managing full-cycle recruitment in high-volume healthcare settings
  • Strong understanding of NY/NJ labor laws, HR compliance, DOH/OMIG/CHRC audit prep
  • Exceptional organizational and time-management skills
  • Fluent in HRIS systems (UKG Ready preferred), with ability to train, audit, and optimize system use
  • Excellent written and verbal communication; lead difficult conversations and gain team buy-in
  • Collaborative leadership style with ability to motivate, develop, and retain talen
  • Highly reliable, deadline-driven, and resourceful under pressure
